A lot of effort is made to remove or cover up graffiti as soon as it appears in the area. In this case it has been painted out, probably by someone required to do so under “Community Payback”. Offered this canvas it was inevitable that someone would add their tag. I think the increasing use of CCTV has meant that large scale pieces of graffiti are far less common in places like this but tags still appear everywhere, drawn with easily concealed marker pens rather than being sprayed on.
